C++ Is it possible to create vectors of a dynamic size?

I was going to make a language with a simple, built-in way to utilize vector instructions and Simd, yet I was looking at how other languages handled it, starting with C++, then moving onto an Asm language.

I created a type alias to a compiler intrinsic vector type, yet it requires a constant size, yet I know std::valarrays use parallelization and are dynamically sized, so how does one generate instructions to operate on the vector if it's size isn't known? Wouldn't this require a dynamic set of instructions?
